Contest Rules

Teen Contest 2010
  • To participate you, or all members of your group, must be age 14 (by February 11, 2011) to 19 years old and enrolled in a North Dakota school.
  • Each individual or group may submit only one entry per category– either a Video or Billboard.
  • Students may produce and create campaign components individually or in a group of no more than five students. *Groups: Teachers, Community Traffic Safety Program Administrators, or parents that help in the process do not count as part of your group.
  • To submit an entry, each entrant must produce (write, shoot, and edit to final production) their own 30 second Video or design a Billboard.
  • Video or Billboard ads must not combine the topics promoting traffic safety (i.e. seatbelt use and distracted driving)
  • Entries will be disqualified if they contain vulgar or inappropriate material.
  • Include typed script for Video
  • List sources for information on the Video or Billboard (i.e. facts, etc.)
  • Submit Video as a full-quality/full-frame and put on DVD. Save Video spots as an .mpeg or .mov file for email submission in case the DVD does not function. Video submissions are preferred in high definition if possible.
  • Submit Billboard as a jpeg and pdf and put on a CD.
  • Student or group names should appear directly on the surface of the DVD or CD when submitted.
  • The billboard design should be printed on paper no larger than 11 inches x 17 inches.
  • Although the artwork MUST be original; stickers, stencils, computer generated art, etc., may be used to create the original work. Any artwork purchased or downloaded from a website or software program used in the overall design gathered from an outside source must be credited to the outside source.

Original Work and Copyrights

  • Any materials such as print, recorded music, photographic, or electronic materials must be original works. Materials can not violate trademarks, copyrights, and/or rights of privacy or publicity; applicable federal, state, and local laws, rules, and regulations must be complied with; and rights of the materials have not been previously given to other people, organizations, or businesses. If artwork is purchased, list source where it was purchased.
  • If entries contain copyrighted, branded, and/or trademarked materials without proper written permission, they will be disqualified.

Judging and Voting


  • Video and Billboard campaigns will be judged by the public and by a contest committee.
  • The contest committee will judge on the below:
    50% - Persuasive, creativity, informational, accuracy of information
    25% - Script, coherence, visual design
    25% - Public votes for the Videos and Billboards
    - Completion of one traffic safety event at school with one page report/photos

Public Voting

  • The contest committee will announce the Top 10 Finalists for the Video and Top 10 Finalists for the Billboard on on Monday, April 11, 2011.
  • The public can begin voting for their favorite in each campaign Monday, April 11, 2011 and will end Tuesday, April 26, 2011 at 5:00 p.m. CST.

Winner Notification

  • Winners will be announced Wednesday, May 11, 2011 on
  • Winners will be notified by phone or email according to the information listed on the registration forms submitted.


30 second Video Campaign
  • 1st place: $1,000 cash total for group or individual and $1,000 Traffic Safety Grant for your school*
  • 2nd place: $750 cash total for group or individual
  • 3rd place: $500 cash total for group or individual

Billboard Design Campaign
  • 1st place: $750 cash total for group or individual and $1,000 Traffic Safety Grant for your school*
  • 2nd place: $500 cash total for group or individual
  • 3rd place: $250 cash total for group or individual

*With the Traffic Safety Grant, the school Principal will be required to conduct a traffic safety event by December 31, 2011 and submit a two-page typed report about the safety event. A minimum of two photos from the safety event conducted with this grant are required as well.

All cash winners are required to verify identity with proper and legal picture identification within 30 days of notification of winning the cash prize. Winner may forfeit any and all cash winnings if verification cannot or has not been made within 30 days. Upon proper verification, cash winnings will be awarded by check and mailed to winner’s mailing address.

Income and other taxes, if any, are the sole responsibility of the winner.

Submit Your Traffic Safety Campaign

Your entry must contain all of the below:

  • Each individual (working independently or in a group) must include a copy of their completed Registration Form
  • DVD with 30 second Video and typed script of Video or CD with Billboard design in jpeg and pdf files and include a full-color print out of Billboard design.
  • Sources for all data/information used in campaign must be submitted.
  • One page typed report on traffic safety event at school with a minimum of two photos

Additional Contest Rules

  • The contest committee and/or the North Dakota Department of Transportation and North Dakota Safety Council are not responsible for lost, late or misdirected mail; printing errors, server unavailability; or computer or any other electronic or telecommunications malfunction.
  • All entries received that are mutilated, tampered with, illegible, or from ineligible entrants will be void. All entries for the NDTeenDrivers Traffic Safety Contest 2010 will become and remain the property of the North Dakota Department of Transportation and will not be returned.
  • The North Dakota Department of Transportation is not liable for any lost or stolen entries, prizes or contest information.
  • By participating in the contest, participants agree to be bound by the decisions of contest committee. The contest committee reserves the right to disqualify any participant or winner and may refuse to award any prize to a person who is ineligible or has violated any rule, gained unfair advantage in participating in the contest, or obtained winner status using fraudulent means. The contest committee will interpret these rules and resolve any disputes, conflicting claims or ambiguities concerning the rules or the contest and contest committee decisions concerning such disputes shall be final. If the conduct or outcome of the contest is affected by human error, any mechanical, technical, electronic, communications, telephone, computer, hardware or software errors, malfunctions or failures of any kind, intentional interference or any event beyond the control of the contest committee, the contest committee reserves the right to terminate this contest, or make such other decisions regarding the outcome as the contest committee deem appropriate. All decisions will be made by the contest committee and are final. The contest committee may waive any of these rules in their sole discretion.
  • The contest committee reserves the right to withdraw or terminate this contest at any time without prior notice.
